Why Are My Meta Ads Getting Leads but No Sales?
Quick answer
Usually the problem is after the click, not in the ad. The common causes are low intent leads from quick forms, a vague offer, slow follow-up, no qualification step, and tracking that tells Meta to find form fillers rather than buyers. Find the stage where leads drop out, then fix that stage first.
When Meta ads bring leads but no sales, the cause is usually after the click, not in the ad. The five common culprits are low intent leads, a weak or unclear offer, slow follow-up, no qualification step, and tracking that tells Meta to chase form fills instead of buyers. Work through them in that order and you will usually find the leak within a week.
Is the problem the ads or what happens after the lead?
Start by finding where people drop out. Pull the last 30 days of leads from your CRM and count how many reached each stage.
| Stage | If most people drop here | Likely cause |
|---|---|---|
| Lead to first contact | Many leads were never reached | Slow or missing follow-up, wrong numbers, fake entries |
| Contact to booked call | People talk but will not book | Low intent, wrong audience, offer not clear |
| Booked to attended | People book and do not show | No reminders, too long between booking and call |
| Attended to client | People attend and do not buy | Offer, price fit or sales conversation |
If you cannot fill in this table, that is the first problem. You need each lead saved with its source and stage. Our guide on how to track which ads bring clients covers the setup.
Cause 1: The leads have low intent
Meta's instant forms are quick to fill in. That is good for volume and bad for intent, because some people tap through without much thought.
Meta gives you tools to raise the bar:
- Higher Intent forms. Meta's form creation guide says the Higher Intent option adds a review step that gives people a chance to confirm their information before they submit. The default More Volume type is designed to be quick to fill out on a mobile device.
- Phone number verification. Meta's help centre describes a one-time password verification feature that asks people to verify their mobile number before submitting the form.
- Qualifying questions. Add one or two custom questions that a buyer can answer and a browser cannot be bothered with, such as the service needed, the timeframe or the suburb.
Expect fewer leads when you add friction. That is the point. We compare the two approaches in Meta lead forms vs landing pages.
Cause 2: The offer is vague or the wrong fit
"Book a free consultation" asks a stranger to give up time for something they cannot picture. Leads who say yes to a vague offer often go quiet when you call. Check three things:
- Is the next step specific? Say what the person gets, how long it takes and what happens after.
- Does the ad match the page or form? If the ad promises one thing and the form asks about another, intent drops.
- Is the audience able to buy? If your service suits established businesses, an ad that appeals to people just starting out will fill your CRM with leads who cannot afford you.
Keep claims honest. The ACCC says claims should be true, accurate and based on reasonable grounds. Clinics also need to follow Ahpra's advertising guidelines, which explain that the National Law prohibits using testimonials in advertising a regulated health service. Overpromising may lift lead numbers, but it attracts the wrong people and creates legal risk.
Cause 3: Follow-up is too slow
A lead who enquired at 9am and hears back at 4pm has often moved on. In a 2011 Harvard Business Review study of US companies, firms that tried to contact leads within an hour were nearly seven times as likely to qualify them as firms that waited even an hour longer. The study is older and American, but the principle holds: respond while the interest is fresh.
Also download or sync your leads promptly. Meta's help centre says lead information is only available on Meta for 90 days. Connect your forms to your CRM so every lead triggers an instant reply and an alert. See how fast you should respond to a new lead for a simple response sequence.
Automated replies must still follow the rules. The ACMA says commercial messages need consent, must identify the sender and must include a way to unsubscribe.
Cause 4: Nobody qualifies the lead
If every lead gets the same 45 minute sales call, your best hours go to people who were never going to buy. Add a short qualification step:
- Use the answers to your form questions to sort leads into "call now", "nurture" and "not a fit".
- Send a booking link only to leads who match your criteria, or route the rest to a helpful email sequence.
- Ask the same two or three questions on every first call, and record the answers in the CRM.
Over a month, you will see which ads bring "call now" leads and which bring "not a fit".
Cause 5: Meta is optimising for the wrong thing
Meta can only find more of what you tell it about. If the only signal it receives is "form submitted", it will find people who submit forms. It does not know which of them became clients unless you send that back.
Meta's documentation on the Conversions API for CRM integration explains how to send lead stages from your CRM, so you can use the Conversion Leads performance goal. Meta says this goal currently works only with lead ads using instant forms, and lists fit criteria including at least 200 leads a month and a target lead stage that happens within 28 days of the lead. Smaller businesses that do not meet those criteria can still send booked and won events back, which helps measurement. We explain the setup in how to set up the Meta Conversions API.
What we learned in our own business
One set of our ads produced leads at $9.63 each and $0 in sales. In Ads Manager it looked fine. In the CRM it was a dead end. Since then we judge every ad on cost per client and revenue, not cost per lead.
Another time, the problem was not lead quality at all. We added an honest 100-seat limit to a live event funnel, and once it filled, the form silently refused every new registration for about two days while roughly $450 to $500 of Meta ads kept sending clicks. Our automated ad tool saw zero leads and paused a new campaign as a "bad ad". Before you blame the ads, check the funnel works. A sudden drop to zero leads while page views continue means something is broken.
And some leads are not real. A placeholder phone number we used in testing was texted about 43 times over several months from test and fake sign-ups. Now we validate phone numbers and email addresses at the form and keep test data out of live sends.

A one week fix plan
- Day 1: Submit a test lead through every ad's form or page. Confirm it reaches the CRM, triggers a reply and alerts a person.
- Day 2: Fill in the stage table above for the last 30 days. Find the biggest drop.
- Day 3: If the drop is at first contact, set up instant replies and an alert. If it is at booking, tighten the offer and add a booking link.
- Day 4: Add one or two qualifying questions, and consider Higher Intent forms or phone verification.
- Day 5: Make sure every lead is tagged with the ad it came from.
- Days 6 and 7: Start recording booked, attended and won for every lead, so next month you can judge ads on cost per client.
Then review on at least 7 days of data before you pause anything. For the numbers to aim for, see what a good cost per lead is in Australia.
Frequently asked questions
Why are my Facebook leads not answering the phone?
Common reasons are slow follow-up, low intent leads from quick forms, and fake or mistyped numbers. Reply within minutes, add a review step or phone verification to the form, and send an SMS or email before you call so the lead recognises you.
Are Facebook lead ads bad quality?
Not inherently. Quick forms trade intent for volume. Meta's Higher Intent form type adds a review step before submission, and qualifying questions filter out casual taps. Judge quality on cost per client, not on feel.
How do I get better quality leads from Meta ads?
Make the offer specific, ask qualifying questions, use a Higher Intent form or a landing page, respond fast, and send booked and won events back to Meta so it learns what a good lead looks like.
How long should I wait before deciding leads are not converting?
Long enough for a normal lead to move through your sales cycle. If clients usually sign within two weeks, judge a month of leads. Review ad performance on at least 7 days of data before pausing anything.
Can I tell Meta which leads became clients?
Yes. The Conversions API lets you send events from your CRM, such as a booked call or a signed client. Meta's Conversion Leads goal uses those lead stages for instant form leads if your account meets its criteria.
